I recommend the Encyclopedia of Counseling by Howard Rosenthal in combination with an online review course called CounselingExam.com run by Licensure Exams Inc. The course has tons of questions, case studies, games, podcasts, and downloadable flashcards to take with you for studying on-the-go.
I used the Encyclopedia of Counseling mentioned by Dr. Hutchinson as well as a counselingexam.com membership, and that was enough to pass. A friend lent me Rosenthal's study tapes and I listened to those as well. They're pretty much redundant with the book, but they're nice for listening in the car. I got something like 85% right on the exam, so this strategy worked for me!
Morrison Media has some good study guides and flashcard sets you can purchase. For the NCMHCE, I'm using the counselingexam.site as well as a study guide & flashcards from Morrison Media. The study guide focuses mostly on strategy, and the flashcards on content. I've probably overdone it on the study media, but I do tend to go overboard. :)
